# Article 33 — Account information service providers

1. Natural or legal persons providing only the payment service as referred to in point (8) of Annex I shall be exempt from the application of the procedure and conditions set out in Sections 1 and 2, with the exception of points (a), (b), (e) to (h), (j), (l), (n), (p) and (q) of [Article 5(1)](/psd2/articles/5.md), [Article 5(3)](/psd2/articles/5.md) and [Articles 14](/psd2/articles/14.md) and [15](/psd2/articles/15.md). Section 3 shall apply, with the exception of [Article 23(3)](/psd2/articles/23.md).
2. The persons referred to in paragraph 1 of this Article shall be treated as payment institutions, save that Titles III and IV shall not apply to them, with the exception of [Articles 41](/psd2/articles/41.md), [45](/psd2/articles/45.md) and [52](/psd2/articles/52.md) where applicable, and of [Articles 67](/psd2/articles/67.md), [69](/psd2/articles/69.md) and [95](/psd2/articles/95.md) to 98.
