The draft regulatory and implementing technical standards should be subject to amendment only in very restricted and extraordinary circumstances, since the Authority is the actor in closest contact with, and with the best knowledge of, the AML/CFT framework. To ensure a smooth and expeditious adoption process for those standards, the Commission’s decision to endorse draft regulatory and implementing technical standards should be subject to a time limit.
