Article 4 — Selection of independent experts

1.The Commission shall appoint independent experts pursuant to Article 92(2) of Regulation (EU) 2024/1689 following a call for expression of interest based on selection criteria laid out in that call. The Commission may establish a standing list of independent experts on the basis of a call for expression of interest. The Commission may select independent experts from that list without a further selection procedure.

2.Notwithstanding paragraph 1, the Commission may appoint independent experts directly where the experts concerned are members of the scientific panel established pursuant to Article 68 of Regulation (EU) 2024/1689.

3.The Commission may also appoint independent experts to conduct evaluations on its behalf following a procedure pursuant to Article 167 of Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council.
