The payer’s payment service provider should be able to block funds on the payer’s payment account only if the payer has given consent to the exact amount of the funds to be blocked and those funds should be released without undue delay after receipt of the information concerning the exact amount of the payment transaction and at the latest immediately after receipt of the payment order.","marks":[],"text_hash":"53ebc77149bb7ffdb16adb5edbab80deb5b7ab88d805a5c60e2f8f5a4cd68200","revision":1,"blocks":[{"locator":"psd2/recitals/rec/75/block/1","text_hash":"53ebc77149bb7ffdb16adb5edbab80deb5b7ab88d805a5c60e2f8f5a4cd68200","revision":1}]}}
