In order to reinforce the integrity and safeguard the efficient functioning of those markets, including comprehensive supervision of trading activity, it is appropriate to complement measures taken under Directive 2003/87/EC by bringing emission allowances fully into the scope of this Regulation and Directive 2014/65/EU as well as of Regulation (EU) No 596/2014 of the European Parliament and the Council and of Directive 2014/57/EU of the European Parliament and of the Council, by classifying them as financial instruments.","marks":[],"text_hash":"cd49881c042c7f93c785f6bdcf51514260f65b084ca96017bb55c4d855ae5c8f","revision":1,"blocks":[{"locator":"mifir/recitals/rec/45/block/1","text_hash":"cd49881c042c7f93c785f6bdcf51514260f65b084ca96017bb55c4d855ae5c8f","revision":1}]}}
