# Article 1 — Scope

This Regulation applies to clearing members and clients which provide clearing services in the Union, whether those services are provided directly or indirectly (‘clearing service providers’), where those services are provided in relation to OTC derivative contracts that are subject to the clearing obligation pursuant to [Article 4(1)](../../articles/4.md) of Regulation (EU) No 648/2012.
