<a id=\"art-1\"></a>Article 1 — Subject matter\n\nThis Regulation lays down procedures and technical conditions for providing vetted researchers with access to data held by providers of very large online platforms and of very large online search engines, pursuant to Article 40(4) of Regulation (EU) 2022/2065, in particular:\n\n<a id=\"art-1-p-a\"></a>**(a)** the technical conditions for the development and functioning of a data access portal;\n\n<a id=\"art-1-p-b\"></a>**(b)** the procedures and technical conditions for the management of the data access process by Digital Services Coordinators and data providers;\n\n<a id=\"art-1-p-c\"></a>**(c)** the requirements for the formulation of reasoned requests and the assessment of amendment requests;\n\n<a id=\"art-1-p-d\"></a>**(d)** the technical conditions for the provision of access to data by the data
