# Recital 44

In order to ensure an access regime which is sufficiently flexible and able to adapt to emerging new circumstances, Member States should be able to grant access to beneficial ownership information, on a case-by-case basis, to any person who can demonstrate a legitimate interest linked to the prevention and combating of money laundering, its predicate offences and terrorist financing. Member States should collect information about cases of legitimate interest that go beyond the categories identified in this Directive, and notify them to the Commission.
