# Recital 7

The arrangements concerning the seat of the Authority should be laid down in a headquarters agreement between the Authority and the Member State where its seat is located. The headquarters agreement should stipulate the conditions of establishment of the seat and the advantages conferred by that Member State on the Authority and its staff. The headquarters agreement should be concluded in a timely manner before the Authority begins its operations.
