# Recital 53

In order to establish consistent, efficient and effective supervisory and FIU-related practices and ensure the common, uniform and coherent application of Union law, the Authority should be able to issue guidelines and recommendations addressed to all, or a category of, obliged entities and all, or a category of, supervisory authorities and FIUs. The guidelines and recommendations could be issued pursuant to a specific empowerment in the applicable Union acts, or on the own initiative of the Authority, where there is a need to strengthen the AML/CFT framework at Union level.
